Dubai has unveiled a major new initiative aimed at helping private companies adopt advanced artificial intelligence systems capable of operating with minimal human involvement.

The programme, announced by Hamdan bin Mohammed Al Maktoum, focuses on the adoption of “Agentic AI” — a next-generation form of AI that can independently plan tasks, make decisions, manage workflows, and continuously improve performance over time.

According to Sheikh Hamdan, the goal is to position Dubai as a global leader in the economic and commercial use of advanced AI technologies, giving the emirate a stronger competitive advantage in the future digital economy.

Two-Year Rollout for Private Sector Transformation

The initiative will be implemented over the next two years and will include specialised AI training programmes for business councils operating under the Dubai Chamber of Commerce.

The training is designed to help companies integrate AI-powered systems into their daily operations while preparing employees for emerging digital business models.

Officials say the programme aims to help businesses improve productivity, lower operational costs, and expand more efficiently through AI-driven automation.

As part of the plan, Dubai will also establish incubators dedicated to Agentic AI startups and companies, while creating funding programmes to support innovation and encourage young professionals to enter the growing AI sector.

AI Expansion Across UAE Government Services

The private sector initiative follows an earlier announcement by Mohammed bin Rashid Al Maktoum stating that 50 percent of UAE government services are expected to operate using AI agents within the next two years.

The government’s strategy includes a phased rollout across ministries and federal departments, supported by continuous performance evaluations to ensure effectiveness before broader implementation.

Authorities are also prioritising the development of local talent by training government employees in generative AI technologies and advanced digital tools.

Supporting Dubai’s Broader Digital Vision

The Agentic AI programme forms part of Dubai’s wider technology and innovation strategy, which includes the Dubai Economic Agenda D33, the Metaverse Strategy, and initiatives led by the Dubai Centre for Artificial Intelligence.

Dubai continues to position itself as a global hub for innovation and a data-driven economy, with leaders increasingly describing data as the “oil of the future.”

Business Leaders Back the Move

Senior business leaders across the UAE welcomed the initiative, saying it could significantly reshape how companies operate in the coming years.

Abdul Aziz Al Ghurair, Chairman of Mashreq Bank and Abdulla Al Ghurair Group, said the transition toward Agentic AI marks a major step in strengthening Dubai’s smart digital economy and creates opportunities for companies to invest in young talent and future-ready business models.

Meanwhile, Omar Abdulla Al Futtaim described the initiative as a strategic development that could transform business operations while reinforcing Dubai’s standing as a leading global economic centre.

He added that advanced AI technologies offer businesses the opportunity to redesign processes, rethink operations, and build new models for future growth, while highlighting the importance of investing in employee skills to successfully lead the transformation.
