In a major welfare initiative, Chief Minister V D Satheesan on Monday inaugurated the UDF government’s Priyadarshini scheme, enabling free travel for women and transgender persons on Kerala State Road Transport Corporation (KSRTC) ordinary bus services across the state.

The inaugural journey was led by two pioneering women KSRTC employees. Jayakumari, a conductor with 17 years of service, issued the first Zero Fare Tickets, while P P Sheela, Kerala’s first woman KSRTC bus driver, drove the bus carrying Chief Minister Satheesan, Transport Minister C P John, SC/ST Welfare Minister K A Thulasi and other senior officials.

Addressing the gathering, the Chief Minister said the government had fulfilled a key election promise within its first month in office. He described the initiative as a significant socio-economic measure aimed at empowering women and enhancing their financial independence rather than a welfare handout.

Satheesan also highlighted the historical significance of the venue, noting that Kerala’s first public transport vehicle was flagged off from the same location 110 years ago by Sree Chithira Thirunal Maharaja.

Speaking on the occasion, conductor Jayakumari said the scheme would help many women save money and strengthen their economic independence. Transport Minister C P John called the launch a proud moment and urged opposition legislators to support the initiative.

Under the first phase, all women and transgender persons, irrespective of age, can travel free on KSRTC ordinary services without any distance restrictions. The benefit, however, will not apply to City Fast, Fast Passenger and other higher-class services, festival specials, weekend additional services, BTC services, chartered trips and similar categories.

Eligible passengers will receive a mandatory Zero Fare Ticket indicating boarding and destination points. The government has directed strict monitoring to prevent misuse, including ticket irregularities and unauthorized extension of benefits. Ticket inspection squads have been tasked with ensuring compliance.

The state government will bear the entire financial burden of the scheme and has announced a dedicated financial mechanism to ensure KSRTC’s operational stability. Buses covered under the programme will prominently display “Priyadarshini Scheme” signage for easy identification.

Officials say the initiative is expected to improve mobility, expand employment opportunities and promote greater social and economic participation among women across Kerala.

Meanwhile, private bus operators have expressed concerns over the potential impact on their sector and have sought government support measures, arguing that the decision was implemented without adequate consultation with stakeholders.
